Simmer

Cooking in liquid just below a boil, when small bubbles rise and the surface trembles — hot enough to extract and tenderize, gentle enough not to shred.

A simmer is cooking in liquid just below the boil, when small bubbles begin to rise to the surface 1. It is not a rolling boil. It is not a Sauté. Poaching is the cooler cousin, with a lower temperature chosen for the food and liquid.

Why it matters

Water carries heat faster than oven air (Heat transfer). A simmer keeps that messenger moving without the violence of a boil, which agitates food to pieces and can toughen muscle while you wait for Collagen to yield. Kentucky’s braise instructions are explicit: bring the liquid to a boil, then immediately lower to a simmer 2. Stock is simmered bones. A soup that boils for an hour is a different, often worse, texture.

Mechanism

At a true boil, large bubbles break the surface continuously; liquid turns over hard and Evaporation races. Just below that, convection still circulates, collagen can slowly hydrolyze, and aromatics infuse. MSU’s moist-heat quality window for less-tender beef — around 180 °F in the meat so connective tissue breaks down — lives in this gentle range, not in a thrashing pot 3. That 180 °F is tenderness, not an FSIS minimum.

Safety of the finished perishable food is still the usual clock: leftovers into shallow containers so they leave the danger zone; reheat leftover sauces, soups, and gravies to a rolling boil 4. Hot holding, when you are serving, is 140 °F or above 5. Do not confuse a simmer as a cooking method with those holding and leftover rules. Measure with a probe when the question is meat doneness: Temperature measurement.

Volume of liquid A tall pot hides a boil in the center while the edge looks calm. Stir and look.

Canning a soup or stock is a low-acid process on Canning. A simmer in an open pot is not that process. Do not invent a boiling-water time because the soup tasted done.
